Cynthia Ann Holtzclaw was born in about 1843/1844 in Stanford, Lincoln Co., Kentucky to Benjamin Holtzclaw and Sally "Lettie" Payne. She had at least ten siblings and three half-siblings.

Cynthia was a teenager when the country was ripped apart by the war between the states. On 16 Jan 1865 Cynthia married Fountain Phelps in Lincoln County, KY. He was twenty-four years old and a widower with three children. Over the next seven years, Cynthia had three (possibly four) children. In 1872 Fountain Phelps died of what was called "congestive chills". Cynthia was pregnant with her fourth or fifth child.

Cynthia moved her family back to Lincoln County to live with her parents. After her father died in 1879, the family farm was sold and once again Cynthia and her family needed a home. She moved her family to Rockcastle County, Kentucky and Cynthia and the older boys were able to find employment and lived with a relative there.

In 1882, an old acquaintance named Thomas Wilmot began corresponding with Cynthia. Thomas was from Rockcastle County and his wife had died. A few years after the death of his wife, Thomas moved with several of his children to Texas. Thomas persuaded Cynthia to move to Texas and marry him. In 1882 Cynthia moved with three of her children (the oldest son, Joseph, did not go with her) to Texas and she and Thomas Wilmot were married at the train depot upon her arrival in Collin County.

About 1886, Thomas and Cynthia moved to Indian Territory. This area became the state of Oklahoma in 1907. They settled in the very southern area of Bryan County, Oklahoma and probably in the township of Blue. This area is just across the Texas border with Oklahoma and separated by the Red River.

Two years after moving to Indian Territory, Cynthia died of malaria. The year was about 1886/1887. Her Phelps children grew up and married and settled around the area of Bryan County, Oklahoma and northern Texas. Thomas lived until 1920 and lived the remainder of his life with his daughter, Anna, and her family. He is buried in Bristow, Creek County, Oklahoma.

Cynthia and Fountain Phelps children are:
Joseph Fountain Phelps 1866-1933, buried in Watkins-Casteel Cem, Laurel Co., KY
Elizabeth Frances Phelps Sturdy 1867-1956, burial West Hill Cem., Sherman, Grayson Co., Texas
Benjamin Franklin Phelps 1869-1937, burial Butler Cem., Farris, Atoka Co., Oklahoma
Andrew Jackson Phelps 1872-1918, burial Antlers City Cem., Pushmataha Co., Oklahoma
