Born in Hooksett, he was Governor from 1879 to 1881 and was the first Governor to serve a two year term in office. Prior to being elected Governor on the Republican ticket, he served in the New Hampshire house of representatives from 1861 to 1862, adjutant general from 1864 to 1870, and state senator from 1876 to 1877. He won the Governorship in a three-way race against the Democrat and Greenback Labor Reform candidates. During his administration, laws were passed in New Hampshire requiring telegraph companies to have offices in every railroad station and laws were passed preventing the illegal hiring of children under the age of ten to work in factories and mills. The New Hampshire state prison was completed during his administration. Governor Head died in Hooksett.
