She was born July 17, 1985 in La Grande, Ore., the only daughter and child of Jenie (Stratton) Shilling and Leslie Andersen. Heather's toddler years were spent in Corvallis, Oregon. Later, she spent her early elementary years in Bickleton, Washington.

She later moved to Maupin, Ore., where she went to school through the 8th grade. She attended The Dalles High School her freshman and sophomore years, and finished her junior and senior years at Crook County High School, graduating in 2003. She attended CNA School at Columbia Gorge Community College in January of 2005. After that, she worked as a CNA at The Dalles Veteran's Home and Columbia Basin Nursing Home.

Heather was a free spirit and lived very independently up until her death. She loved going to concerts in Portland with friends and listening to her favorite bands. She loved animals; especially her 14-year-old cat "Stripey" who lived with her. Heather was an avid reader. She had a close circle of friends and loved hanging out with them. Heather had dreams of traveling and one day returning to Spain where she had traveled her sophomore year. Heather loved the rain and the ocean. Heather loved befriending people who were considered different or outcasts to society. Heather's favorite holiday was Halloween. She marched to a tune of a different drummer! She was making plans to further her education and attend a 4-year university studying science or a career in the medical field.

She was preceded in death by: her great-grandmother Norma O'Kelley; a cousin Kindra Forster of Prineville, Ore., and a great-grandfather William Andersen of Ontario, Oregon.

Heather is survived by: her mother Jenie Marie (Stratton) Shilling of Coos Bay, Ore.; her father Leslie Andrew Andersen of Albany, Ore.; her adopted dad Cajun Webb of The Dalles, Ore.; her grandparents Kathleen and Larry Stratton of Prineville, Ore.; grandparents Andy and Opal Andersen of Ontario, Ore.; her great-grandmother Vivian Stratton of La Pine, Ore., and numerous aunts, uncles, and cousins.
