He was born and raised in Joliet, IL and was a graduate of Joliet Central Township High School and was the first African American to graduate from Lewis University, Joliet, IL class of 1959. He was a veteran of the U.S. Army and retired from the United States Department of Labor Veterans Re-employment Rights Division after 35 years of service. Elmer served in many roles during his lifetime, but was particularly fond of his involvement as a previous local NAACP president and interaction as a civil rights advocate. Anyone who knew him knows he loved politics and a healthy debate.
He is survived by his devoted wife of 51 years, Johnni (Ellis); a daughter, Sara (Lamar) Brookins of Upper Marlboro, MD; a son, Leslie (Clorinda) Sims of Lansdale, PA; granddaughter, Jhonna Brookins; grandsons, Cyrus and Quinton. Also survived by siblings, Delmar Sims of Chicago, IL, Benny (Barbara) Sims of Joliet, IL and Betty (Ben) McKenzie of Chicago, IL; and sister-in-law, Bertha Rankins of Chicago, IL; numerous cherished nieces, nephews, cousins and close friends.
Preceded in death by his parents, Lucius Sr. and Malissa (Thigpen) Sims; brothers, Narvis, Harvis, Lucius Jr., Lester, and Osbourne Sims; sisters, Ada Hancock and Patsy Sims.
The visitation will be Friday, August 28, 2009 from 10:00 a.m. to 12:00 noon, St. Mark C.M.E. Church, 348 S. Joliet St., Joliet, IL. Service at 12:00 noon, Pastor Stephen D. Deloney, officiating.
Interment at Abraham Lincoln National Cemetery, Elwood, IL.
