He was "Killed In Action" while on board the Shaw during the bombing of Pearl Harbor.
He was one of the "First Delawarean's" to be "Killed In Action" during World War II. The other was his shipmate, Paul Gustavis Gosnell.
He had served in the Navy for two years and eleven months at the time of his death and was decorated with a Presidential Unit Citiation and a Purple Heart.
Son of George Ames Penuel, Sr. and Ellen Pepper Penuel.
