Iowa Governor. After graduating from Oskaloosa College in 1877, he earned his law degree from the University of Iowa and opened a legal firm in Adel, Iowa. Entering politics, he was a member of the Iowa House of Representatives, (1901-04) and served as Lieutenant Governor of Iowa, (1909-13). In 1913, he was elected as a Republican the 21st Governor of Iowa, serving until 1917. As Governor, he endorsed restructuring election procedures, advocated for securing a workmen's compensation bill and was proponent of establishing a state highway commission. After leaving office, he practiced law and served as dean of Drake University Law School, (1917-18).
