Bill was born "Billy Gene" Phillips to Wilbur Cushman and Mary Esther (McClanahan) Phillips. He changed his name to William Eugene after graduating from college. He first married Carol Ann Perry on August 26, 1961 in Terre Haute, Indiana. They had two daughters. This marriage ended in divorce. Bill then married Judith Ann (Kaczorowski) Grochowalski on October 12, 1973 in South Bend, Indiana. He helped to raise her son. They had one daughter. This marriage also ended in divorce. Bill suffered a stroke on a trip to Ireland. He traveled back to the States without medical attention. He suffered from congestive heart failure and spent two years in rehabilitation and nursing homes before passing away. He was cremated. His ashes are in the possession of his youngest daughter.
