George Ware Fulton was the son of George and Ann (Ware) Fulton. He was commissioned as a second lieutenant into the Army of the Republic of Texas in 1837. During his time in Texas, he became friends with Henry Smith, the first provisional governor of Texas. On March 12, 1840, Fulton married Smith's eldest daughter Harriet Gillette Smith.

The Fultons left Texas for a period of about twenty years living in both Ohio and Maryland. While in Maryland, Fulton worked for the Baltimore Sun. In 1867, they returned to Texas. Fulton founded the Coleman-Fulton Pasture Company. Fulton helped develop the towns of Rockport, Sinton and Gregory.

The mansion Fulton had built between the years of 1874-1877 is now a Texas State Historic Site. Fulton died there in 1893. He and Harriet parented six children.

Most of the Fulton family is buried in the Rockport Cemetery, but one son Henry Smith Fulton is buried in the Fulton cemetery.
