Spanish Governor of California. A native of Spain, Arrillaga was an officer in the Spanish army and served in Mexico. In 1784 he was promoted to Captain and appointed Lt. Governor of Las Californias. Following the death of Gov. Don Jose Romeu on April 9, 1792, he was appointed acting Governor of California until 1794. In 1800 he was reappointed Governor of Las Californias until 1804, when the two Californias were separated and Arrillaga was appointed the first Spanish Governor of Alta California, a post he served until his death at Mission Nuestra Señora Dolorosísima de La Soledad.
