Joyce was born the daughter of the late Thomas and Alene O'Steen. Mrs. Watkins was a homemaker and lived in Clay County her whole life. She enjoyed cooking and spent the last 14 years of her life battling breast cancer. She will be dearly missed by her loving family and friends. She was preceded in death by her parents and by a daughter, Vicky Force. Survivors include her husband, Larry Watkins; children, Frank, James and Howard Ortiz and Latosha Tomlinson (Jerry) and grandchildren, Christopher and Austin Tomlinson and Crystiana Alonso.
