Minnesota Governor. C. Elmer (as he was known) was the twenty-eighth governor of the State of Minnesota. He served 11 years as Lieutenant Governor before becoming governor on September 27, 1951 when Luther W. Youngdahl was appointed to a federal judgeship. He won reelection in 1952 and served through January 2, 1955. He later served as the mayors of Nisswa and Brainerd before retiring from politics in 1986.
