Joseph Proctor Webb was the son of William and Dorothea Winburn Webb. Joseph married Joyce (Joicy) Noland on 3 Apr 1832 in Madison County Kentucky. She is the daughter of William J. Noland & Sabra Henderson. Joseph and Joicy Noland Webb were the parents of 13 children. Two of their sons, Elisha and Christopher Columbus, served together in the Civil War in Company H., 8th Kentucky Infantry, Union Army. They served in Tennessee while routing Confederate forces from Lookout Mountain, and later they participated in the battles at Mission Ridge and Chickamauga where Elisha was wounded in battle.

Joseph and Joicy Noland Webb are buried in the Marcum Cemetery at Drip Rock. There are numerous Webbs buried there and most are descendents of Joseph and Joicy.
