Isaac Collier was born in Brunswick County, Virginia, in 1769 (the 1770 date on the stone on his grave is in error). He came to Georgia with his father, Vines Collier, ca. 1780, and settled in Wilkes (now Oglethorpe) County.

He served as Clerk of Court for Oglethorpe County and was elected to the Georgia Legislature, 1830-1831. He also served in the Georgia State Senate 1832-1833. About 1835, he sold his holdings in Oglethorpe County and moved to Upson County, Georgia.
