US Congressman. A native of Utah, Moss came moved to California with his family in 1923. In 1938, he became a member of the California Democratic State Central Committee, which he would serve in until 1980. A Navy veteran of World War Two, he was elected to the California State Assembly from 1948 until 1952. In 1953 he was elected to the United States House of Representatives representing California's 3rd District until 1978. He was the author of the Freedom of Information Act (1966) and the Consumer Product Safety Act (1973).
