Diplomat. He intercepted the Zimmerman Telegram that contributed to the United States' entry to World War I. He was head of the British delegation to Mexico during World War I. Working under the name "Mr H", he was responsible for the interception of the German Zimmerman Telegram, a coded message in which Germany sought to forge an alliance with Mexico if the United States showed signs of entering the war. The outrage caused when the Telegram's contents were made public was a significant factor in the United States' decision to declare war on Germany. In 1920 he served as the High Commissioner of the British Legation in Budapest, Hungary, where he tried to persuade the British Government to revise the terms of the Trianon Treaty in Hungary's favour. He feared that the treaty in its original form posed a danger to the long-term peace in Europe. He went on to serve as the head of the British Commercial delegation to Bogota, Columbia. Towards the end of his life he published his book "Diplomatic Petrel".
