Born December 5, 1929, in the Bronx, New York, she was the daughter of Thomas and Anna (Governali) Sapienza. She married Joseph Scarfone on October 27, 1951.
She was a homemaker and had been employed at Bulova Watch Company on Fifth Avenue in New York City where she got to meet Jackie Gleason, academy award winner Celeste Holmes, and Eleanor Roosevelt among many other celebrities. She enjoyed reading, cooking, potting plants, taking care of her grandchildren, and the music of Queen—especially Freddie Mercury. Phyllis was active in her community schools, the Catholic church, and local politics as a member of the New York City Board of Elections.

Funeral service will be at 7:00 p.m. Monday, July 27, in the Memorial Chapel of Chastain Funeral Home with Reverend Dwight Dunbar officiating.
Friends may call from 4:00 p.m. until the service on Monday at the funeral home.
