The 1900 Census states that Albert was born Jan 1890, and he gave his date of birth as 13 Jan 1890 for his WWI Draft Registration. Considering these are his earliest records, it is more likely that he was born in 1890. Additionally, it was given that his age at first marriage was 26 in the 1930 Census, which also suggests 1890.
