He was the son of Angus Boutilier and Laura Elizabeth Thomas, both born in Nova Scotia, Canada.

His name is spelled "Boutilier" on his birth certificate.

Arthur married Marion Viola Perham in 1912 in Maplewood, Massachusetts. They had two children, "Olive" and Paul, and were divorced after 1918. Arthur married his second wife, Ursula May Snow June 18, 1923 in Pittsfield, Maine. Arthur and Ursula had three children, Joyce Elizabeth, Arthur Dudley Jr., and Robert Snow Boutillier.

His daughter "Olive" remembers Arthur being kind and fun, with a long, thin face and a long and curving Gallic nose, warm brown eyes and a very deep pleasant voice, and having strong and beautiful handwriting. As a boy growing up in a tough neighborhood in Dorchester, Mass, he spoke of being involved in fights. He enjoyed sports, and loved to play baseball in his youth. Sometimes, he would take Olive along with him on business trips in his Model T Ford, letting her steer and teaching her songs.

His daughter Joyce (Boutillier) Bradley recorded the following:

"Arthur was born in Massachusetts and spent his early life there with his Mother and Father. He left school early and went to night schools for his education.

He went to work for the Employers Group in Boston and eventually became Assistant Resident Manager of the New England Department.. He worked in Boston for many years, until he was transferred to the office in Providence, RI as Manager. From there went as resident manager to the Connecticut branch of The Employers' Group Insurance Companies. He had given more than 40 years service to this company.

He was a member of the First Congregational Church of Branford where he was the president of the Men"s Group. He also was head of the Republican Club and a member of the Quinnipiac Club in New Haven. He was a 50 year member of the Converse Lodge AF & AM of Malden, MA.

In his youth, Arthur played baseball for a semi-pro team in Boston. He was the catcher. He loved swimming and sailing. One of his favorite hobbies when on vacation was flying kites.
