Joe Baker was the youngest child of Lane County, Oregon pioneers William Albert Baker, Sr. and Elizar "Eliza" (Hudson) Baker. His step-mother was Mary Jane (Prock) Eccleston Baker.

He married Rebecca Jennifer "Jenny" Walters, the youngest of the ten children of Greenbury Taylor Walters, Sr. and Elmira (Harris) Taylor, on Valentine's Day in 1882 at the Wm. Albert Baker home in Lane County.

Joe and Jenny had four children: Carl E. Baker, Nora Baker, Mattie G. Baker [Mrs. Roy Ably] and Ruby E. (Baker) Shaffer. The Bakers lived at various times in both Oregon and Washington state.

In 1935 Joe Baker had a heart attack while sawing wood with a hand-made saw and died at the age of 75.
