Harvey was born and raised in Mt. Pleasant, where he was educated in the schools of the township, and later attended Lebanon Valley College. For two years he was a clerk in a shoe store in Pittsburgh, and then went to Kansas, where he spent eight years. He then visited Oklahoma and Texas, and was engaged in cattle raising in Kansas. Returning home, he took a position as traveling salesman for a Pittsburgh establishment. During the winter of 1905 he engaged in the importation of fine draft and coach horses, with headquarters in Mount Pleasant. He was associated with the firm of Keiser Brothers of Keota, Iowa.
