John William Gill, Sr., son of William Thomas and Mary Elizabeth Gill, was born in the Lisbon community, Dallas County, Texas, 17 May 1870. He attended the local public school and Ad-Ran Christian College at Thorp Spring, which later became Texas Christian University. He afterward read law, passed the bar, and practiced for some years. In 1898 he was elected to the State Legislature from Dallas County. On the evening of January 4, 1899, he married Ada Antoinette Brown. They went immediately to Austin for the convening of the twenty-sixth legislature. He introduced legislation to annex Oak Cliff to Dallas.

In the 1920's and 30's he was a County Commissioner in Dallas County. His name appears on many area buildings erected during this time.
