William Henry Garr was the son of Fielding Garr and Paulina Turner, he was born in Richmond, Wayne County, Indi­ana, where his family was among the first settlers. His parents joined the LDS Church about 1842, and they moved to Winter Quarters. His mother died there in 1844, and his father brought the children to Utah in 1847. His father was supervisor of the cattle on Antelope Island and had some of his own cattle there also. William came to Cache Valley with his brothers in 1855, bring­ing cattle to Elkhorn Ranch. They were among the first settlers in Millville, and Wil­liam was appointed as the first sheriff in Cache County when it was organized in 1857. He was called as President of a small branch of the Church organized at Elkhorn Ranch before Millville was settled, and he had the first store in one room of his log house.

On February 24, 1872, William married Polly Ann Campbell, the daughter of Samuel Joseph Campbell and Clarissa Rebecca Hall. She was born August 19, 1856, in North Ogden, Weber County where the family lived before moving to Providence.

Polly Ann Campbell Garr is buried in Salt Lake City.

They were the parents of four children: Clarica Paulina (died at age three), twins William Fielding and Samuel Henry (both died in infancy) and John William (Cherstie Sophia Jenson).
