Jesse was born in Chester, Delaware County on February 22, 1806. He was the second of ten children born to Nicholas Newlin and Sarah Ann Worilow. On March 5, 1829, Jesse married Sarah Ann Benston of New Castle, Delaware.

Between 1830 and 1840, Jesse and Sarah located to Leech's hollow in Kingsessing Township (Southwest Philadelphia). It was in this location that a strong relationship developed between the Newlin's and the Leech families. Two of Jesse's sons would marry into the Leech family. John L. Newlin (1837-1915), would marry Mary Ann Glascoe, daughter of Joseph Glascoe and Rachel Leech, and Nicholas Newlin (1840-1903), would marry Emily Rively, daughter of Moses Rively and Hannah Leech.


As a great-grandson of Nathaniel Newlin, founder of the famous Newlin Gristmill located near Concordville, Delaware County, Jessie would continue in the family business as a master millwright. It was in Kingsessing that Jesse first applied his trade. By 1860, he and Sarah were living by the Schuylkill in Lower Merion Township, Montgomery County. In 1864 they would move to their final residence located at 428 Riley St., Roxborough.


Jesse and Sarah had eight children; George, John, Nicholas, William, Joseph, Levis, Thomas, and Jesse.
