Frank was born in Paris, Texas, to the late Dr. James Edward and Mattie O. (Hagood) Armstrong. He graduated from Paris High School in 1941 and from Baylor University in 1952. Frank served his country with the United States Navy, having been honorably discharged in March of 1950. On June 13, 1963, he was united in marriage to Patsy Ruth Farris in West. Frank served as Principal of West Elementary School for 28 years before retiring on May 6, 1984. For a short time he was the band director for West schools. He was a member of First Baptist Church of West, where he sang in the church choir. Frank was a member of West Masonic Lodge #475, American Legion Post #478, West Kiwanis Club. Frank was a Shriner and played in the band for many years. He enjoyed playing golf, traveling, playing dominoes, and listening to big band music.
He was preceded in death by three brother; and a sister.
He is survived by his beloved wife of 45 years, Patsy Ruth Armstrong, of West; daughters, Janice Fulp and husband, Larry, of Burleson, and Lisa Pareya, of Russellville, Ark.; grandchildren, Denise Contella and husband, Philip, Mark Fulp, Julie Pareya and Jessica Pareya; great-grandchildren, Brittney Viers, Kayla Viers and Hayden Fulp; sisters-in-law, Jane Crutcher and husband, Jim and Joy Farris; and several nieces, nephews, other relatives and friends.
