US Congressman. Elected as a Republican to represent New York's 3rd District in the Thirty-Ninth Congress, he served from from 1865 until his death. He had previously served in the Thirty-Sixth Congress (1859 to 1861), representing New York's 2nd District. Humphrey was born in Fairfield, Connecticut, and graduated from Amherst College in 1831. He was admitted to the bar and lived for a year in Louisville, Kentucky before settling in Brooklyn in 1838, maintaining a successful law practice in Manhattan. Humphrey ran four times for the US House of Representatives; in the 1860 and 1862 elections he was defeated by Democrat Moses F. Odell. During his final term he was Chairman of the Committee on Expenditures in the Department of the Navy, and a member of the Committee on Foreign Affairs. Long afflicted with a heart ailment, he was stricken on a journey to Washington and died hours after returning to his Brooklyn home. In a strange coincidence, his former rival Odell had died in Brooklyn three days earlier. There is a cenotaph for Humphrey in Congressional Cemetery.
