In the year 1843 Robert Cissna came here on a tour of inspection to find an eligible site upon which to erect a custom and merchant mill. At that time, the water-power furnished by the canal was being utilized all along its line from Toledo to Lafayette. Upon examination, Mr. Cissna ascertained that such a site could be procured, subject to the terms prescribed by the manager of the Wabash & Erie Canal, with the consent of the Legislature of the State. With these facts in view, he made application to the law-making power of the State, at the session of 1843-44 to grant him the authority required.
