U.S. Congressman. He graduated from Brown University Rhode Island, in 1846, studied law, was admitted to the bar and commenced to practice law in Zanesville, Ohio, in 1849. He was owner and editor of the Columbus Ohio Statesman, (1853-54) and secretary of the legation at Lima, Peru, in 1855. In 1857, he was elected as a Democrat to the Thirty-fifth Congress and to the next three succeeding Congresses, serving until 1865. An unsuccessful candidate for reelection, he moved to New York City, resumed the practice of law and was elected to the Forty-first and Forty-second Congresses, serving (1869-73). He was again elected as a Representative at large to the Forty-third Congress, subsequently elected to the Forty-third Congress to fill the vacancy caused by the death of United States Representative James Brooks and the next six succeeding Congresses, serving (1873-85). After his term, he was appointed Envoy Extraordinary and Minister Plenipotentiary to Turkey, by President Cleveland, serving (1885-86). He was again elected to the Forty-ninth Congress to fill the vacancy caused by the resignation of United States Representative Joseph Pulitzer, in 1886 and reelected to the Fiftieth and Fifty-first Congresses, serving until his death at age 64.
