American Lawyer. He entered into a partnership with Cushman Davis and Frank Kellogg in Saint Paul, Minnesota in the early years of the twentieth century. The law firm of Davis, Kellogg, and Severance won such national acclaim that it was retained by U. S. Steel and the Great Northern Railroad in various lawsuits before the U. S. Supreme Court. In the early 1920's, he was president of the Americam Bar Association. In 1922, along with Elihu Root and others, he organized the American Law Institute, which promotes the clarification and simplification of American common law and its adaptation to changing social needs.
