U.S. Congressman. Educated at Phillips Academy Massachusetts, he studied law, was admitted to the bar in 1860 and commenced to practice law in Camden, Maine. Moving to New York, in 1862, he engaged in the banking and brokerage business. In March 1891, he was elected as a Democrat to the Fifty-second Congress and served until his resignation in October 1891. He then resumed his former business interest, and was Mayor of Brooklyn, (1892-93). He also was a member of the New York Stock Exchange and president of the board of trustees of the Brooklyn Public Library, until his death at age 92.
