Neal was born in Walnut Ridge, Arkansas and attended school there.

In 1934 he moved to California and settled in the Antioch-Brentwood area of Contra Costa county. In 1936 he married Loma Pickett in Byron, Calif.

In 1941 he worked in the Black Diamond Sand Mines. After four years he entered the building trade and worked in construction until his retiring in 1971. He was a member of the Carpenters Union, Local 2046 in Martinez.

He was survived by his wife Loma; three sons of Antioch, CA, one son of W. Pittsburg; two daughters Sue Judd and another both of Antioch, CA; two brothers Hassell Leo of Oakley and Leonard of Oregon; three sisters, Gertha Linn of Oakley, Modene Foust of Antioch and Juanita Barnett of El Sobrante; 12 grandchildren and one great grandchild.

Higgins Funeral Home in Antioch was in charge of the services.
