Francis Xavier Marnell was a long-serving California jurist. A sergeant in the U.S. Army Air Corps during WWII, he began his judicial career presiding as a commissioner at Downey, later being appointed to the Municipal Court by Gov. Edmund G. Brown and subsequently elevated to Superior Court by Gov. Ronald Reagan.

He retired to Redlands, CA and for a while taught contracts at La Verne College of Law.
