Robert E. "Bob" Devine was born on January 27, 1928 in Fairfield, Iowa, to Glenn and Marian (Kerr) Devine. He graduated from Iowa City High in 1946 and enlisted in the Marine Corps, with basic training in San Diego, California. Bob attended the University of Iowa and married Mary Black on November 4, 1950 in Preston, Iowa.

After a brief stint at Clinton Engines in Maquoketa, Bob became a sales representative for Blue Cross/Blue Shield of Iowa, serving Jackson and Clinton Counties. While living in Maquoketa he was instrumental in the development of the Maquoketa Community Youth Center and served as a director on the school board of the Maquoketa Community Schools. He was active in Sacred Heart Catholic Church and the Maquoketa Lions Club.
