Howard served as a Private First Class, Company E, 382nd Infantry, U.S. Army during World War II.

He resided in Rockingham County, New Hampshire prior to the war.

He enlisted in the Army on September 29, 1944 in Manchester, New Hampshire. He was noted, at the time of his enlistment, as being employed as a sheet metal worker and also as Married.

Howard was "Killed In Action" in the Battle of Okinawa during the war.

He was awarded the Purple Heart.

He was originally interred in the Okinawa Island Cemetery and was later repatriated here on March 9, 1949.
