William Hugh Mannering was the fourth child of James Alfred Mannering and Susan Philura Evans Mannering.

William married Viola M Damitz on January 9, 1901. She died in 1923 and was his only wife. They did not have any children.

William was ordained a Seventy in the Reorganized Church of Latter Day Saints in 1906.

From his obituary:
Will was baptized into the church by I.N. White, Sep 29, 1889, at Lowry City; was ordained a deacon July 9, 1893, and a priest June 17, 1894. he served under General Conference appointment in 1895 and on March 12, 1899, was ordained an elder. In this office he served as missionary until 1906, then was ordained a seventy at the Conference April 16, 1906. Thereafter his name appeared regularly on the list of General Conference appointees; he recieved his last appointment in 1922 to Central Texas. After his release he engaged in church work almost continuously until his death Feb. 15, 1941, at San Diego, Calif., where he was serving as associate pastor.
