Frank served as a Sergeant, 2nd Battalion, Headquarters Batter, 197th Coast Artillery, U.S. Army during World War II.

He resided in Sullivan County, New Hampshire and a member of the New Hampshire National Guard prior to the war.

His National Guard unit was called into full time active Army service on September 16, 1940, prior to the war, from Newport, New Hampshire. He was noted, at that time, as being employed as a filling station attendant and also as Single, without dependents.

Frank died in the "Line Of Duty" of a non-battle related incident in Australia during the war.
