He was the son of Thomas Dowling and Amanda Widney Dowling. On June 10, 1907 as Thomas Dowling, he married Roberta M. Hodges at the District of Columbia. She was the daughter of John C. Hodges and Anna Elizabeth Hodges. On January 7, 1949 as Roberta M. Hodges Dowling, she married Russell P. Finney at Wilmington, New Castle County, Delaware.
Dr. Thomas Dowling was a native of the District of Columbia. He attended the medical school at George Washington University and after receiving his degree went abroad for further study. Later he was associated with the Pennsylvania Railroad and was stationed in the District for many years. He was transferred to Wilmington, Delaware where he was surgeon for 18 years. He was a 32d Degree Mason. He died at age 71 on Wednesday, September 24, 1941 at Wilmington, Delaware where he retired. Survivors included his wife, Roberta Hodges Dowling of Delaware; one son, Captain Thomas Dowling 3d, United States Army of the District and two brothers: Noble C. Dowling and Henry W. Dowling of the District. Interment was at Rock Creek Cemetery.
