She was the daughter of Randolph Harrison of of Elk Hill, Goochland County, Virginia. On May 26, 1853, she married Alexander Hagner at Elk Hill, Virginia. They had no children. Her family home at Elk Hill is also known as Harrison's Elk Hill. It was listed on the National Register of Historic Places in 1979.

Wife of Former Justice Hagner Succumbs to Long Illness
Mrs. Louisa Harrison Hagner, wife of Justice Alexander B. Hagner of the District Supreme Court, retired, died at her home, 1818 H Street Northwest at 9 o'clock yesterday morning. For eight years she had been an invalid and during the last four years was confined to her bed. The funeral will be from St. John's Protestant Episcopal Church at 11:30 o'clock Saturday morning. Interment will be in Oak Hill Cemetery.

Mrs. Hagner came of a distinguished Virginia family. She was noted for her rare traits of character and pleasing personality. Before her marriage her name was Louisa Harrison. Her girlhood was spent at the family's fine old place, Elk Hill, Goochland County, Virginia. Her father was the late Randolph Harrison of Richmond.

Justice Hagner, when a young lawyer, married her at Elk Hill, May 26, 1853. They came twenty-five years ago at Annapolis, Maryland and came to Washington more than twenty-six years ago.
