Victory was the daughter William Anderson Carter and Lydia "Sallie" Kinser. Victory was one of sixteen children.
In the late 1870's most of her family moved from Tennessee to the Hunt County, Texas area. She was the sister of David F. Eagleton Monroe , John Wesley,William Henry , George Washington, Marion Columbus,Philip Franklin, Emily Susan, James Lafayette, Narcissus Jane, Thomas Newton, Louisa Missouri, Joseph Wright and Martin Canada
