He enlisted for 9 months of duty on August 20, 1862 in Richmond, Vermont. He was then 21 years old, stood 5 feet 6 inches tall, had a light complexion with grey eyes and brown hair. He listed his birthplace as Stockbridge (Massachusetts) and his occupation as a merchant. He mustered into the service on October 10, 1862 in Brattleboro, Vermont. He was later detailed as a quartermaster clerk on December 11, 1862. He mustered out of the service in Brattleboro on July 21, 1863. The regimental roster for the 13th Vermont Infantry lists Franklin as "Frank J.C. Tyler from Williston, Pvt."
