US Congressman. H. Allen Smith attended Hollywood High School, Los Angeles, Calif.; then the University of California, Los Angeles, California. He received advanced degrees from the University of Southern California in 1930 and 1933. He was admitted to the California state bar in 1934 and began a private practice. He worked for the Federal Bureau of Investigation from 1935 to 1942, then was elected to the California State Assembly from 1949 to 1956. He served as a Presidential Elector for California in 1956, and a California congressional representative from 1957 to 1973. In Congress he voted against the Civil Rights Act of 1964 and Voting Rights Act of 1965. He was a delegate from California to the Republican National Convention in 1960, 1964 and 1968.
