US Congressman. A 1914 graduate of Dickinson Law School in Carlisile, Pennsylvania, he was admitted to the bar the same year and established a practice in Upper Marlboro, Maryland. During World War I, he served overseas for thirteen months as a first lieutenant in the Fifty-ninth Artillery. He served in the Maryland State Senate from 1922 to 1938, including two years as president of that body. Elected as a Democrat to Congress to fill the vacancy caused by the death of Stephen W. Gambrill, he was reelected six times, serving from 1939 to 1953. He ran for the Senate in 1952, but was defeated. He returned to his law practice in Upper Marlboro until his death in 1964.
