During his Armed Forces career, Lt.-Col. Fowler received numerous awards and service medals, including the Vietnam Service Medal, the National Defense Service Medal, the Vietnam Campaign Medal, Bronze Star Medal, Army Commendation Medal, Joint Service Commendation Medal, Staff Service Medal, 4 Overseas Bars, Vietnam Cross of Gallantry with Palm, and the Vietnam Civil Action Unit Citation.
He joined the Texas National Guard local unit after graduating from Mexia High School in 1956. He attended Sam Houston State University where for four years he was an ROTC member.
Upon graduation from SHSU, in 1961, Lt.-Col. Fowler entered the service at Fort Sam Houston in San Antonio. He was retired from active duty with the U.S. Army in 1980, having served 19 years and five months as a health service personnel manager.
