SHEPHERDSTOWN, W.Va. - Earle Pardee Bisher, 78, of Shepherdstown, died Thursday, April 15, 1999, at his home.

Born June 7, 1920, in Kingston, Pa., he was the son of the late Earle Eugene and Mildred Mae Harrison Bisher.

He was a graduate of Kingston (Pa.) High School and Clemson University in Clemson, S.C. He did graduate work at Penn State.

A registered professional chemical engineer, he worked as a consultant in charge of water quality control for West Virginia. He worked for the Environmental Protection Agency and was a founding member of a team responsible for writing water quality standards for the United States. He was chief chemical engineer of wastewater treatment with NASA at Cape Canaveral, Fla., and an international inspector for worldwide astronaut tracking stations for Pan American Airways.

He was a veteran of the U.S. Army Air Corps, serving in World War II.

He was a member of Christ United Methodist Church in Charleston.

He was a member of American Association of Chemical Engineers; Merritt Island (Fla.) Masonic Lodge; Scottish Rite Masons; Bahia Shrine in Orlando, Fla.; a past member of Shepherdstown Town Council and was active with DeMolay, where he was awarded the Honorary Legion of Honor.

He was preceded in death by a brother, Paul Harrison Bisher.
