Roxie was born in Warrensburg, Missouri, son of George C and Dora (Rose) Brammer. Roxie's parents divorced a few years later and George raised his two sons. Roxie left home for Kansas City, then was drafted/enlisted into the Navy during WW I. After WW I Roxie moved to Kansas for a time, then moved to Los Angeles and remained there the rest of his life.

In early 1932, Roxie's brother Pete moved his small family to Los Angeles and lived with Roxie. Pete's 15 year old son George was selling newspapers outside the coliseum during the 1932 Summer Olympics.
