Joseph Billow's birth location and date are subjects for debate. The data shown here reflects his military records, data supported by census records. His soldiers' home records claim he was born ca. 1842 in Peoria, Illinois, but that appears erroneous. There is no doubt they are the same man.

In 1850, he was living with his parents in Rye Township, Perry County, Pennsylvania, and in 1860, lived with and or worked for the wealthy Christian Stayman family in Carlisle, Cumberland County. He stood 5' 3" tall and had brown hair and hazel eyes, although he ultimately grew to 5' 9" in height.

A Civil War veteran, he enlisted at Carlisle with the regular army November 10, 1862, at the stated age of sixteen. Obviously, he had parental permission to enlist but still overstated his age by one year. The army assigned him to Co. E, 4th U.S. Cavalry, and he also served with Co. F. He was shot in the left wrist, when and where to be learned by further research, and honorably discharged at term's end November 10, 1865, in New Orleans, Louisiana, at the rank of chief bugler.

On November 10, 1866, he enrolled with the U.S. General Service at Fort Laramie, Wyoming Territory, serving through November 10, 1871, when he discharged the service at Fort Russell, Wyoming Territory. Ten days later, he re-enlisted at New Orleans, Louisiana, and assigned as a private with Troop G, 3rd U.S. Cavalry. On the last day of that five-year term, he again re-enlisted at Fort Laramie and honorably discharged for the final time November 19, 1881, again at Fort Russell.

He then lived with his mother (who by then had remarried a Myers) in Troy, Miami County, Ohio. He successfully applied for a disability pension in 1888, although his pension index claims he was then living in Wyoming. On August 3, 1891, at the relatively young age of forty-seven, he entered the soldiers' home in Dayton, Montgomery County, Ohio, and remained there until his death from a cerebral hemorrhage.
