She accepted Christ at an early age and was baptized by the late pastor J.D. Thomas at Old Marion Baptist Church. She was educated by the Twiggs County Public School System.

On the 26 of September 1946, Felicia married Willie Hayes Bell and moved to Erie, Pa. Felicia was a member of Antioch Baptist Church where she was an usher. She worked in housekeeping at St. Vincent Hospital.

Felicia moved to Brooklyn, N.Y. in 1968 where she worked in housekeeping for the Federal Government. She attended Berean Missionary Baptist Church where she served on the Silver Spray Club. She made many friends in New York City.

In 1994 she moved back to Erie to be with her family. Felicia became a member of Shiloh Baptist Church and attended church and Sunday School faithfully until her health began to fail. Felicia went to church diligently, enjoyed home decorating, gardening, traveling and spending time with her family.
