Judge George Eddy Downey was born in Rising Sun, Indiana. He was the Mayor of Aurora, Indiana from 1894 to 1902, Judge of the Seventh Judicial Circuit Court of Indiana from 1903 to 1913, Controller of the Treasury from 1913 to 1915 and appointed as Judge of the Court of Claims in 1915.

WASHINGTON May 24 — Judge George E Downey of the United States Court of Claims died early today after suffering a stroke last night as he was leaving the yacht of Frank B Shutts, publisher of the Miami Herald, where he had been a dinner guest.

Born at Rising Sun, Ind, in 1860, Judge Downey practiced law In partnership with Mr Shutts for some years at Aurora before entering public life. He was Mayor of Aurora from 1894 to 1902, Judge of the Seventh Judicial Circuit of Indiana from 1903 to 1913, Comptroller of the Treasury from 1918 to 1915, and by appointment of President Wilson became Judge of the Court of Claims in 1915.
