He was a hero of the War of 1812. About 1891 he located in Goshen, where he kept a drug store and became postmaster. He was justice of the peace from 1832 until 1860, In 1836 he was appointed first judge of the court of common pleas. He served as a director in the Orange County Mutual Fire Insurance Company, continuing in this office until 1863. He was a Democrat in political views. Mr. Elliott was a man of pleasing manner, six feet two inches in height, and was a well-known figure in local affairs. He married, about 1825, Charlotte, born April 16, 1804, died in Goshen, January 15, 1880, daughter of Colonel David N. and Keziah Westcott. Colonel Westcott was a member of the New York constitutional convention, a colonel in the state militia, and served a in the legislature. Mrs. Elliott is supposed to have been a descendant of Abel Gale, of Jamaica.

The children born to Horace William and Charlotte (Westcott) Elliott, were:
1. Ethelinda, born January 13, 1827; married William H. Beers, son of Cyrenius Beers, of New York.
2. Charlotte, born in 1829, died in 1888; married William Stalford, engaged in the insurance business; one child.
3. Catherine, born in 1833.
4. Charles Goodrich
5. Sarah Westcott, born in 1843, married (first) July 19, 1872, James E. Dill, who died in October, 1872., and (second), married John Wilberforce Carlin, of New York.
6. Henrietta, born in 1849, died early in life.

Mr. Elliott was a member of the Presbyterian Church.
