Avera B is on the same stone a John and Elizabeth McCluer.
Avera B McCluer can be found on page 297 of the Ozarks Genealogy Book Greene County Missouri Cemeteries Vol. IX.
Not sure when she was moved to Hazelwood from the Old City Cemetery.

All people were supposed to be moved from this cemetery. It is now closed. Replaced by residences and parking lot. City ordinance # 317 September 8, 1881 misdemeanor to bury any corpse in the old graveyard on Campbell St. In 1883 the cemetery committee instructed to reinter all bodies now remaining. Seems many years later bones were still being found.
August 5, 1883 page 4 Springfield Daily Herald printed a list of stones found. Some of these was moved, have been listed in other cemeteries. I have noted on my copy of these pages what cemetery they were found and where. Also noted on my copy which of these people does not show up on Findagrave or any cemeteries in the area that I know of.
Someone must know where these folks were moved to. Majority of those were put in Hazelwood City Cemetery, Maple Park Cemetery. Others were most likely transferred by living relatives somewhere else. Or maybe this list on those pages were those that did not have any family left to move them. The cemetery committee had to have it done.
Problem with cemeteries not all bodies can be moved. There would have been people buried there that did not have a monument, or there was not family left that knew where they were. There are those people that take monuments for reasons as placing it in their yard for personal reasons.
My condolences to family for those that have not been found, or named. Not anyone left to miss or tell. Except for the genealogists of the world, both professional and family hobbyist
