Mr. Pepper was a graduate of Mississippi State University and retired engineer whose career included major steps in the development of a water management program in the state of Mississippi and throughout the U.S. He retired as head of the M.S. Board of Water Commissions, was a member of the State Pollution Control Board, and was a leader in the development of a computerized system of water data management in the state.
His many achievements included receipt of the year's Distinguished Engineering Service Award in Mississippi and leadership offices on both state and national boards of water resources management and pollution control. He was a consultant nationally in both areas.
A WWII veteran, he participated in the battle of Okinawa and was released from active duty as a major. He was active within the Independent Methodist Church.
Mr. Pepper, son of the late Jack and Evie Pepper, was pre-deceased by wives, Dorothy Luse Pepper and Catherine Saxton Chunn Pepper; by his son, Jack Douglas Pepper; and sisters, Frances and Lorena.
He is survived by his sister, Margaret Pepper Grantham of Oxford; his grandson, David Robertson (wife, Jana); great grandson, Jon Paul Robertson of Madison; two step-sons; two step-daughters; and numerous nieces and nephews.
Graveside services will be held at Glenwood Cemetery in Yazoo City, MS on Saturday at 11 am.
Stricklin-King Funeral Home will be handling the arrangements.
